Eugene rejoined PMA in 2017 as Counsel in the Corporate, Environmental and Land Use Law Practice groups. His practice covers a broad range of matters in the areas of environmental and land use law, with particular emphasis in real estate development, permitting matters and related disputes at the administrative and judicial levels.
Throughout his career Mr. Scott has represented clients involved in real estate development, waste management and pharmaceutical operations in Puerto Rico. Mr. Scott also served as Vice President of the Puerto Rico Environmental Quality Board.
After graduating from the Interamerican University School of Law in 1999 and obtaining an LL.M. in Energy and Environmental Law from Tulane University in 2001, he served as Legal Advisor to the Governing Board of the Environmental Quality Board from 2001 to 2003. During that time he was responsible for drafting resolutions for the agency establishing policy statements and administrative decision making. He was also responsible for coordinating amendment proceedings for Puerto Rico regulations dealing with solid waste, air, water quality and environmental impact statements. Mr. Scott is a member of the Puerto Rico Bar Association.
